Creedmoor homes get water and sewer from the South Granville Water and Sewer Authority (SGWASA), and building permits come from Granville County rather than the City. Plumber Durham is a no-cost referral service, not a plumber. Call the number on this page to be connected with a local plumber in Creedmoor.

Mule Town, now a commuter town
Creedmoor grew up around an 1885 railroad stop, incorporated in 1905 and was known as Mule Town in its mule-trading and tobacco-market days. Today it is a growing Granville County community about 16 miles northeast of downtown Durham in a straight line, between Durham and Oxford. US 15 runs through as Durham Avenue and NC 56 as Wilton Avenue and Lake Road, with I-85 just to the west. The city had 4,866 residents in 2020, though the 27522 ZIP covers about 13,000 people across a wider rural area. Lake Rogers and Cedar Creek Gallery are local landmarks.
SGWASA water
SGWASA serves about 6,600 customers in Butner, Creedmoor and Stem. Its water comes from Lake Holt (the R.D. Holt Reservoir) and is treated at the authority's plant near Butner. The 2025 report lists chloramine as the final disinfectant, the same approach Durham uses, and no violations for the year. Hardness is not reported.
Two items are worth knowing. SGWASA says 2025 testing in Creedmoor found elevated iron and manganese, that levels were much lower after flushing, and that the resulting discoloration is an aesthetic issue rather than a safety one. Separately, ABC11 reported in 2025 that SGWASA water was above the new EPA PFAS threshold, and SGWASA is piloting treatment options ahead of the 2029 federal deadline. SGWASA's water quality and PFAS pages have the details.
Who owns which pipe
SGWASA's rules put the service line from the main to the property line, where the meter is usually set, on the utility. Past the meter, the customer must keep a private cut-off valve and a check valve or backflow preventer in place and maintain the service pipe and fixtures. Homes with lawn irrigation or a chemically treated pool or spa need a backflow assembly, tested within 10 days of installation and then every year by a state-certified tester, with the owner paying. Installing or replacing an assembly needs a permit from SGWASA.
Permits and houses
The City's website says Granville County handles building permits, plan review and inspections in Creedmoor, while the City issues zoning compliance permits. The median Creedmoor home was built in 1995, very close to Durham's, and about 30% are older than 1980. Many houses are at the age where original water heaters and valves give out.
