Carrboro shares OWASA water and sewer with Chapel Hill but runs its own Inspections Division, and some addresses that look like Carrboro actually fall under Orange County or Chapel Hill for permits. Plumber Durham is a no-cost referral service, not a plumbing contractor. Call the number on this page to be connected with a local plumber in Carrboro.

Plumbing services in Carrboro
A former mill town west of Chapel Hill
Carrboro was incorporated in 1911 under the name Venable and became Carrboro in 1913. It borders Chapel Hill on the west, sits about 11 miles from downtown Durham in a straight line, and had 21,295 residents at the 2020 Census. Main Street and Weaver Street, home of Weaver Street Market, form the heart of town alongside Carr Mill Mall, and the Carrboro Historic District preserves mill houses on Shelton Street. Henry Anderson Community Park and the Adams Tract are among its green spaces.
Mill houses and a big 1980s wave
Half of Carrboro's homes were built before 1988 and half after, with close to 29% dating from before 1980 and a large share from the 1980s. The downtown mill houses are the oldest stock. In a house that old, the plumbing has often been patched or rerouted more than once, so a plumber may need to find out what is actually inside the walls before quoting a repair. The 1980s and 1990s homes are now at an age when supply hoses, tub and shower valves, water heaters and drain traps give out.
OWASA water, treated on Jones Ferry Road
Water and sewer come from the Orange Water and Sewer Authority, whose treatment plant is on Jones Ferry Road in Carrboro and draws from University Lake and Cane Creek Reservoir. Chloramines are used except for a brief spring period on chlorine; in 2024 the return to chloramines took effect on April 1. OWASA's service line inventory found no lead lines in its area. On PFAS, it reported 3.4 ppt PFOA and 3.2 ppt PFOS in late 2024 and plans a new treatment facility around 2028 to 2029. See OWASA's report for details.
The pipe from the house to OWASA's system is described as the owner's private service line, and when OWASA smoke testing turns up a cracked or leaking sewer lateral, the owner is asked to repair it.
Check jurisdiction before a permit
The Town's Inspections Division, under Planning, Zoning and Inspections, requires a permit to install, alter or repair any building or service system, and applications run through the PIPER portal. Because neighboring addresses may belong to Orange County or Chapel Hill instead, the Town suggests checking its GIS "In Carrboro" tool first; a Carrboro mailing address or a 27516 ZIP does not settle it. For water heater or plumbing specifics, the division's number is 919-918-7335.
Backflow, gas and what's different from Durham
Any property with a sprinkler system or pool needs a backflow device, tested yearly by a tester OWASA has certified. Enbridge Gas North Carolina, the former PSNC, serves Orange County, but its lines don't reach every street. A gas odor means leaving first and calling 911 or 1-877-776-2427 from outside. Compared with Durham, the water authority, the backflow rules and the permit office are all different. When you call the number on this page, say whether the house is a mill house, a 1980s build or newer and what you are seeing, and you will be connected with an independent plumber who works in Carrboro and quotes the job directly.
